This is a traditional Lawa tubeskirt: made in two parts, with blue and white warp ikat in their distinctive pattern, and alternating bands of red ikat, which includes silk in this piece, all on a background of black cotton. These skirts are worn with a natural-colored cotton tunic, red beads, etc. as shown in TAT248. This is a recently woven piece that was acquired from the weaver.
